　　第二阶段，创立功能强大的最科学的最简易的世界通用的“语法”，在国际交往的各种语言中推广使用。这样的“语法”的使用，用１０天的时间就可以学会。
　　语法和文字在一起使用才能形成语言，但是，语法和文字也是可以分开的，一种语法可以和一种文字结合使用，也可以和另一种文字结合使用，形成语言。世界通用语法可以和任何国家的文字结合使用 ，形成语言，叫做“半通用语言”，这样的语言，语法是相同的，只有文字不同，只需要翻译文字。
　　第三阶段（文字阶段），创立功能强大的最科学的最简易的世界通用的文字，在国际交往中推广使用，分批推广，每年推广50个文字。日常生活的基本文字1000个，优秀的人一年就可以掌握。
　　国际语言组织创立的世界通用语言是第二语言，是辅助的语言，是国际交往的语言，与每个国家的语言共同存在，共同发展。同一个 国家的人，主要使用自己国家的语言进行交流；不同国家的人，主要使用世界通用语言进行交流。
　　四，当会员国的数量达到了５０个的时候，召开第一届会员国大会。
